In looking through the IMDB User Raings, the 2 highest Charlie Chan movies are:

Charlie Chan Carries On - 7.5
Charlie Chan's Chance - 7.3

The other 2 lost movies also have ratings.

Does that mean that there were people who actually saw the movies to have voted or were there some other criteria used in coming up with the User Ratings?

It would be wonderful to imagine that those who rated these two "lost" Chan films actually had seen them at some point. However, the reality is probably that they engaged in a little prank. The "other criteria" factor that you mention is another possibility, with that criteria perhaps being the "lost" Chan film scripts that we have available right here.

More than a year ago there was a fairly well-substantiated hint that a copy of "Charlie Chan Carries On" was in ther hands of an individual who was seeking to restore that movie. At about the same time, I and a few others of us had a brush with a person who claimed to have seen a French dubbed copy of "Charlie Chan's Chance" which was also laking about a reel of content. So, in the end, who knows?
