If you look at the hamberger restaurant across the street from the "Federal Building" where Charlie Chan worked in Washington, DC, you can, if your copy of the film is clear enough note that the restaurant's name is The Blue Diamond Grille. This same footage appears in "Charlie Chan in the Secret Service."

I would like to learn more of the Hess Building that you mention. Do you know the address or a cross-street there this building is located?

I don't even know if the building is still there, Rush. It was in the western part of wilshire in the "Miracle Mile" district.
