Yes, Willie Best played the character of "Chattanooga Brown", a cousin of Birmingham, and was identified as Charlie's "assistant", or chaffeur. Chattanoogo was featured in "The Red Dragon" and "Dangerous Money" as a replacement for cousin Birmingham, although I don't think it was ever explained why.
