I took a look at your question, and I think you may be correct! Little Barry Chan does, indeed look like a young Layne Tom, Jr. Also, if you take a look at the earliest representations of Lee Chan in the comics, you will see that he was, at first, patterned after Keye Luke. So, it may be that Layne Tom, Jr. was the model for Barry.
