Can anyone tell me the title of the Chan movie where they find a guy frozen in a pile of ice in the cellar of a building?

It sounds like it might be the Boris Karloff movie, The Man with Nine Lives (1940).

He and a bunch of other men are found 10 years after the fact when one of his experiments didn't go quite like it should have.

Could that be it?

Could you be thinking of "Secret Service"? If I recall correctly thats where they find the guy in the special tunnel in the laboratory. I think Birmingham and Jimmy Chan find him then tell Charlie.

Virginia. No doubt you are right. Even as I wrote it I wondered if I was remembering the title correctly. But I think perhaps that is the scene he was thinking of. It does fit his description of Charlie finding a frozen body.
