I came across this on youtube.com

It's "The Inscrutable Dr. Woo and the Case of the Rare Poison" with B.D. Wong and some dude as "Savannah" a la Birmingham Brown and his cousin Cattanooga.

I finally took a look at this parody, following a reminder by Russell at tonight's Chat. This seems to by a hybrid Chan: Part Genghis Khan, some Fu Manchu, and a dash of Sidney Toler. Savannah...who can say?

My problem with it is I don't understand what it's susposed to be. It's not exactly funny as it doesn' t directly satare any of the characters it "borrows" from. BD Wong is it. That it impresses me as he is an actor of some note. Who made it and why is a mystery. I found the late 60s Volkswagon commercial much more entertaining.
