2017 AGM Proposed Constitution Amendments

Hi all,

In advance of the AGM on Monday 26th June we have received a number of proposed amendments to the club constitution. Rather than listing all of them within a single message, for ease of reading I will add each one as a separate post within this thread.

Proposed Amendment #1

EXISTING CONSTITUTION WORDING

"No club member may enter any road races organised by the Race Committee, as all club
members will encouraged to support and assist with the delivery of such races by acting
as race marshals etc on race day. However, if the Race Committee proposes, and the Club
Committee agree, a limited number of places will be made available for members to
enter the race. These places will be allocated to club members via an open ballot. Entry into the ballot is open to those members who have expressed an interest in accepting a
club place"

PROPOSED NEW WORDING

"Club members' participation in any road races organised by the Race Committee will be at the discretion of the Club Committee as the success of such events is dependent upon
members supporting and assisting with the delivery of such races"

Proposed Amendment #2

EXISTING CONSTITUTION WORDING

"By becoming a member of the club, every member agrees to abide by the Club's
Constitution and Rules; the Rules of Competition and other rules and regulations of UK
Athletics Ltd; and the rules and regulations of England Athletics Ltd (or relevant
successor bodies)"

PROPOSED NEW WORDING

In addition to the above, I propose that we state (beneath the heading 'Number Swapping')

"UKA Rule 209 states that it is not permitted to take part in a race with another runner's bib number unless a formal transfer has taken place with the approval of the race organisers. Runners doing so risk disqualification and a ban from competing, whether they have given or received a number. As a UKA registered club, Penny Lane Striders is obliged to support and reinforce UKA rules"

"Penny Lane Striders is a non-political organisation and its members should remain apolitical and also not infer that the club has any political allegiance when adding posts to the Penny Lane Striders Facebook group page, forum, Twitter feed or any other social media sites that use the Penny Lane Striders name"

EXISTING CONSTITUTION WORDING

Honorary Officers
The Honorary Officers of the Club shall be the Chair, the Treasurer, the Secretary, the Men’s Captain and the Ladies’ Captain, who shall be nominated in accordance with the procedure entitled “Election of Committee” set out below and elected annually by the Members at the Annual General Meeting.

The Honorary Officers shall remain in office after their election for a one-year term until the end of the Annual General Meeting after their election and shall be eligible for re-election. These Officers may delegate and assign tasks to other members of the Committee and Club.

Ordinary Committee Members
The Ordinary Committee Members shall be nominated in accordance with the procedure entitled “Election of Committee” set out below and elected by the Members at the Annual General Meeting. The Ordinary Committee Members shall remain in office after their election for a one-year term until the end of the Annual General Meeting after their election and shall be eligible for re-election.

The ordinary committee members shall consist of: Membership Secretary and Social Secretary. Ordinary Committee Members shall aid the Honorary Officers by undertaking tasks and roles to facilitate the
day-to-day operation of the Club. The allocation of these duties shall be by mutual consent between the Honorary Officers and the respective Ordinary Committee Member. Duties may be reallocated at any time as required and may be delegated to Members of the Club. The Ordinary Committee Member shall report to and advise the Committee on the status of such tasks.

PROPOSED NEW WORDING

Suitable wording to reflect the removal of the distinction between Honorary and Ordinary Committee Members, resulting in either the committee consisting of seven Honorary Members, or seven Ordinary Members, along with the Ex-Officio Honorary Committee position of Club President.

EXISTING CONSTITUTION WORDING

"3. Multi-terrain Championship Rules
The Club will organize an annual Multi-terrain Championship, which will run in line with the club membership year. The Committee shall each year, in consultation with the Cross Country Manager, select a list of a minimum of ten and a maximum of fifteen off-road races – the results from which form the basis of the Championship.

In each race, the first man from the Club scores 50 points, the second man scores 49 points, and so on. At the end of the season, the best 6 scores count for each club member. The man with the highest total points score is declared the Multi-terrain Championship winner and the second man is the runner-up. The next highest veteran man (aged 40+ years) is declared the Men’s Vet winner, and the next veteran man is the Vet runner-up. The ladies score on a similar basis, with the Ladies Vet category being for ladies aged 35+ years"

"3. Off Road Championship
The Club will organize an annual Off Road Championship, which will run in line with the club membership year. The Committee shall each year, in consultation with the Cross Country Manager, select a list of off-road races – the results from which form the basis of the Championship.

Categories:
There are 4 possible age groups.
• Senior Women (All ages)
• Senior Men (All ages)
• Female Vet 35+
• Male Vet 40+

Scoring:
• The first 50 competitors will score points towards the championship; 50 for 1st, 49 for 2nd, 48 for 3rd, 47 for 4th,
...., 1 for 50th
• Points are allocated according to the positions (not times) in the final race results
• Up to the best 5 scores from the selected races will count towards the final positions
• In the event of a tie, the competitor with the highest total points for all races will win
• A minimum of 5 completed races are required to qualify for an award"

"The Club is a non-profit-distributing organisation. All surplus income or profits are to be reinvested in the club and will be used to maintain or improve the Club’s facilities or otherwise in furtherance of the Club’s objects"

Perhaps too late but, I think the tie should not be decided on number of points first. I would propose:
-In the event of a tie the winner shall be decided in the following order:
(1) Best 6 scores, 7 scores etc until this method cannot be used.
(2) Head to Head performance.
(3) Total score for the season.
