Try our friend Al's site at www.alsdvdclassics.com, or another site which is hosted by Jerry Granaman. Both have high quality DVD's of hard-to-find titles.
I've bought a few things from Granman over the years and he had decent prices of good quality.
I got my copy of Red Dragon a few years back on eBay from a fellow selling a multi-movie pack. This was before a lot of them became available from the studios. They were somewhat better than "taped on VHS at slowest speed" but they were not crystal clear.
