Is this Russell Hicks?

Last evening our Chat Group watched "Charlie Chan at the Wax Museum." In a shootout scene early in the movie, we catch a glimpse of one of the police officers returning fire against the escaping Steve McBirney. Every time I see this scene, I am more convinced that the actor portraying this officer is Russell Hicks what appeared in three other Charlie Chan movies. It would be nice to credit Mr. Hicks if we feel that this is actually him! Please look a the image below and share what YOU think!

My most educated guess is that it is Stanley Blystone, who played lots of cops and figures of authority in movies of the '30s and '40s. If he speaks, direct me to about where he appears in the film, and if it sounds like Blystone, I'd say it's gotta be him!

Leonard is correct. It's definitely Stanley Blystone. His picture on IMDb confirms it, as well as the fact that they list him for having an uncredited role in "Wax Museum" as "Baliff". Incidentally, Mr. Blystone is credited with an astounding 549 roles during his 32 year career.
